Remote Sensing and Geographic Information System Applications
for Land Use and Land Suitability Mapping: Case Study—Irbid District, Jordan

Information on the spatial distribution of land-use and land-suitability categories and the pattern of their changes is a prerequisite for land-resources management—particularly for agricultural and land-use planning. It is well established that remote sensing and Geographic Information System (GIS) have the potential to make the most significant contribution for land-use mapping and land-suitability analysis. The study was conducted as a pilot project to demonstrate the utility of these tools for land-use and agricultural planning.
In this paper, SPOT imagery and aerial photographs were used to analyze the utilization of land through a tree structural classification, which consists of subdividing the classification into levels of analysis, proceeding from the lower level to the next higher one. Then climatic, topographic, soil, and land-use data were georeferenced to the same coordinate system and combined together to create land-suitability maps.

La gestion des ressources, notamment dans les domaines de la planification agricole et de l’occupation des sols, requiert à la fois des donnés spatiales et des renseignements sur leurs évolutions. Il est établi que la télédétection et les systèmes d’information géographiques  peuvent largement contribuer à l’analyse du potentiel des sols et à la cartographie de l’occupation des sols. Cette étude expose les résultats d’un projet pilote conçu pour démontrer l’utilité de ces outils dans ces domaines. Des images SPOT, ainsi que des photographies aériennes, ont été utilisées pour opérer une classification structurale, qui consiste à subdiviser les classifications en niveaux d’analyse depuis les niveaux inférieurs vers les supérieurs. Ensuite, des données climatiques, topographiques, pédologiques et d’occupation des sols ont été géoréférencées et combinées selon le même système de coordonnées pour créer des cartes du potentiel des sols.

Small Farmers, Rural Islamic Banks, Bureaucrats, and Brokers in Dar-al-Manasir of Northern Sudan: Credit Institutions or Neo-shail?

Although the full discussion of the whole issue of Islamic banking in Sudan is beyond the reach of this article, this study is a constructive critique and an open invitation to all to rethink the prevailing Islamic rural credit system and hopefully to encourage the development of a new beneficial research environment. This article addresses what Islamic banking transactions as rural credit mean for rural communities in Northern Sudan. It precisely tackles the basic differences between Islamic financial transactions and the conventional banking system.
Further, the article touches on the capacity of small farmers to subsist on their own and the characteristics that enables them to resist bureaucratic institutions intended to extract their surplus for collective uses. It demonstrates the misguided nature of policies formulated by bankers, which presume too great a role for local officials and bureaucrats. Furthermore, the article investigates the credit experience of the Agricultural Bank of Sudan in the Manasir area and examines the financial viability of Islamic rural credit transactions adopted by the bank compared to the simple village credit system. Finally, the article concludes that the Islamic credit system adopted by the banks in the study area is nothing more than a modernized version of the “inappropriate” simple shail means of credit.

Bien que la discussion sur l’ensemble de la question du système bancaire islamique au Soudan dépasse le cadre de cet article, ce dernier est une critique constructive ainsi qu’une invitation lancée pour repenser le système actuel de crédit islamique dans le monde rural afin de baliser de nouvelles voies de recherche. Cet article examine la pratique des transactions bancaires islamiques comme cadre du crédit rural dans les communautés du Soudan du Nord. Il examine les différences existant entre les transactions financières islamiques et le système bancaire conventionnel ; il aborde ensuite la question du potentiel des petits paysans à subsister seuls et à résister aux institutions bureaucratiques qui tentent d’extraire leur surplus pour des besoins collectifs. L’article démontre comment les banquiers se trompent dans la formulation de leur politique, qui présuppose un trop grand rôle alloué aux bureaucrates et aux fonctionnaires locaux. L’article aborde par la suite l’expérience du crédit du Agricultural Bank of Sudan dans la région du Manasir, et compare la viabilité des transactions islamiques rurales mises en place par la banque avec le système du crédit villageois. L’article conclut que le système islamique adopté par les banques est simplement une version moderne et inappropriée des moyens de crédit shail.

Recent Trends and Differentials of Infant Mortality in Kuwait

The present study utilizes nationwide health statistical data to examine the levels, trends, and differentials in infant mortality in Kuwait during the pre-invasion (1985–89) and postliberation (1992–96) periods. The analysis reveals a considerable and statistically significant decline in infant mortality during both spans; that drop is far more substantial in the pre-invasion than in the postliberation period. On average, the rates of infant mortality are higher among non-Kuwaitis than among Kuwaitis. There was a significant rise in premature births (birth weight less than 2.5 kg) in the postliberation period for both Kuwaitis and non-Kuwaitis. More than 80 percent of all infant deaths occur in government hospitals. No evidence of any seasonal variation in infant mortality is indicated. In both nationality groups, there is higher mortality among males. The maximum level of mortality is found in the perinatal stage. Thus, it is recommended that greater attention be given to perinatal care and genetic counselling. The study concludes that if current health-care and socioeconomic policies continue to be pursued and there is no significant setback in the political or socioeconomic situation prevailing in the country, the health goals set for the year 2000 are realistic and achievable, particularly with regard to infant-mortality reduction.

Cette étude utilise les statistiques nationales sur la santé pour examiner les niveaux, les tendances et les différences de la mortalité infantile au Koweït avant et après l’invasion,  pendant les périodes 1985–89 et 1992–96, respectivement. L’analyse révèle un déclin considérable et statistiquement significatif de la mortalité infantile, avec une baisse plus importante durant la période d’avant l’invasion. En moyenne, les taux de mortalité infantile sont plus élevés parmi les populations non-koweïtiennes. Après la période de la libération, il y a eu une hausse des naissances prématurées (poids à la naissance inférieur à 2,5 kg) pour l’ensemble de la population; plus de 80 pour cent des décès ont eu lieu dans les hôpitaux publics. Il n’y a aucune trace de variations saisonnières du taux de mortalité; pour les deux groupes étudiés, il est plus élevé parmi les garçons. Le niveau le plus élevé de mortalité est atteint durant la phase périnatale ; il est suggéré alors qu’une attention plus grande devrait être accordée aux soins périnataux et à l’information génétique. L’étude conclut que si les politiques socio-économiques et les politiques de santé sont maintenues et si aucune crise socio-économique ou politique ne bouleverse la situation actuelle du pays, les objectifs de santé fixés pour l’an 2000 seront atteints, notamment dans le domaine de la réduction du taux de mortalité infantile.

Local Labor and Global Capital: A Historical Perspective on Nepali Migration to India

Every year hundreds of thousands of Nepali peasants leave their hill villages for the plains of India where, where they end up working some the of the most wretched jobs. Migration is an integral part of their life experience.  Almost like an annual ritual with its own rhythm and cycle, it has now turned into a time -honoured rite of passage for countless paharis  (Nepali hill people).  For some, migration is the mainstay of family survival, whereas for others it is a source of supplementary income. Irrespective of how one views it, there is no doubt that without it, social reproduction of the hills would be in jeopardy.  Yet studies of Nepali labour migration to India are scanty, especially those conducted from a historical perspective and in the context of labour-capital relations.  Analysis of labour migration cannot be separated from its capitalist relations, nor can it be carried out in isolation from its historical roots if we are to paint a fuller picture of its contemporary manifestation and trend. Working from the premise that the past informs the present, this study offers a historical perspective on Nepali labour migration to India.  While the focus of this historical treatment is on the interface between local labour and global capital, the analysis itself is conducted in the context of internal institutional policies and the  regional operation of British global capital in its two classical forms: the imperial military and colonial plantation (including mineral extraction).

Chaque année, des centaines de milliers de paysans népalais quittent leurs villages de montagne pour les plaines de l’Inde où ils travaillent dans les emplois les plus misérables. Tel un rite annuel, la migration fait partie intégrante de leur vie, avec ses rythmes et ses cycles; elle est devenue, avec le temps, un rite de passage pour les innombrables paharis, les Népalais des montagnes. Pour certains d’entre eux, la migration garantit la survie de la famille ; pour d’autres, elle assure des revenus supplémentaires. Sans celle migration, la reproduction sociale dans la montagne serait sans doute mise en cause. Des études sur les migrations du travail depuis le Népal vers l’Inde sont rares, surtout celles abordées sous un angle historique et dans le contexte des relations entre le capital et le travail. L’analyse des migrations du travail ne peut être séparée de ses racines historiques sous peine de ne pouvoir saisir ses manifestations contemporaines et ses tendances. En adoptant le principe que le passé renseigne sur le présent, cette étude présente une approche historique du cas de la migration du travail népalais vers l’Inde, en soulignant l’articulation entre le travail local et le capital global ; l’analyse est effectuée à la fois dans le contexte des politiques institutionnelles internes et du fonctionnement du capital régional britannique dans ses deux formes classiques : l’armée impériale et les plantations coloniales,comris, ici, le secteur de l’extraction minière.

The Political Geography of the Nazi Party’s Electoral Support: The NSDAP as Regional Milieuparteien and National Sammlungsbewegung

The Nazi party seized power on the basis of cross-class electoral support, one component of a Sammlungsbewegung (a national cross-class political movement). The Nazi party’s broad electoral appeal at the national scale was composed of a mosaic of regionally-specific electorates, or Milieuparteien. Eight historical-cultural regions of Weimar Germany are defined and the socio-economic composition of the Nazi party electorate is modeled separately in each region. Two periods of change in the Nazi party vote in Reichstag elections are modeled, May 1928– September 1930 and September 1930–July 1932. By using spatial-statistics in a systematic analysis of the spatiality of the Nazi party vote, the regional heterogeneity of the composition of the Nazi party’s electorate is revealed. Different socio-economic groups either supported or rejected the Nazi party depending upon their regional setting. For example, in north-eastern Germany and Silesia previous non-voters were an important source of Nazi party support during its rise to electoral prominence in September 1930. Alternatively, in north-west Germany, Rhineland-Westphalia, Baden, and Bavaria the Nazi party gained support from deserters from other political parties. As another example, during the period of change 1928–1930 the Nazi party gained support from white-collar workers in only two regions, Baden and Bavaria. No other regions displayed middle-class support for the nazi party. In combination, these regionally-specific electorates formed a broad socio-economic national appeal which allowed the Nazi party to seize power.

Le parti Nazi prit le pouvoir avec l’appui électoral de l’ensemble des classes, une des composantes d’un Sammlungsbewegung (un mouvement national trans-classes). L’attraction lectorale du parti Nazi au plan national était composée d’une mosaque d’électorats régionaux spécifiques, les Milieuparteien. Nous identifions huit régions historiques et culturelles de l’Allemagne de Weimar ainsi que la composition socio-économique de l’électorat du parti Nazi pour chaque région. Nous distinguons deux périodes de changement dans le vote du parti Nazi aux élections au Reichstag : celles de mai 1928 à septembre 1930 et de septembre 1930 à juillet 1932. En utilisant des statistiques pour une analyse de la spatialité du vote nazi, l’hétérogénité de la composition de l’électorat de ce parti a été révélée. Les différents groupes socio-économiques ont appuyé ou rejeté le parti selon le cadre régional. Par exemple, en Allemagne du nord-est et en Silésie, les personnes n’ayant pas précédemment voté ont constitué un fonds important d’appui au parti en 1930. Par contre, en Allemagne du nord-ouest, dans les régions de Westphalie, des pays du Rhin, de Baden et de Bavière, le parti a obtenu l’appui des déserteurs et des autres partis politiques. Enfin, durant la période 1928-1930, le parti Nazi n’obtint l’appui des cols-blancs que dans deux régions, Baden et la Bavière ; aucune autre région n’exprima l’appui de la classe moyenne au parti. Combinées, ces électorats régionaux ont constitué le large appui qui permit le parti Nazi de prendre le pouvoir.
